$4,709 Tax Stamps with H.R. 3944

Senator Murphy submitted S.Amdt.2972 and S.Amdt.2973 on July 22nd, 2025, proposing changes to National Firearms Act and NICS.  S.Amdt.2973, called for a dramitic change to the current $200 tax stamp cost to make or trasnfer an NFA firearm.  Senator Murphy propsed the $200 tax stamp be adjusted to $4,709.  Both S.Amdt.2972 and S.Amdt.2973 were ordered to lie on the table, which means that they were set aside and not yet brought up for a floor vote.

According to Senate Vote History on H.R. 3944, on August 1st, 2-25, the overall bill H.R. 3944 passed with a vote of 87-9.  But the S.Amdt.2973 of concern were submitted but not sent to the floor to vote or debate on.  They were tabled.  That means that S.Amdt.2973 apparently will not be voted on or submitted in their current form.  Meaning, the chances of the $4,709 proposed tax will not be happening in its current form.  That could change and we will update this post if it does change.
