ATF eForm 4 Transferee Necessity Statement for Silencers

When applying for a tax stamp using the ATF eForm 4, you will need tostate a reasonable necessity to possess the machinegun, short-barreled rifle, short-barreled shotgun, or destructive device.”  But is that true about silencers?  When applying using the ATF eForm 4 the transferee necessity statement  will be greyed out when a silencer is selected.  This is because silencers don’t require the transferee necessity statement to be completed, much like the ATF Form 4.
