ATF eForm 5, who can use it?

The ATF has released the eForm 5.  But who can use the ATF eForm 5?  The ATF eForm 5 can only be used by an FFL who has linked their FFL to their eForm account.  You can load the ATF eForm 5 without an FFL, but you won't be able to proceed.  This means that ATF Form 5's for non FFL holders can't be completed using the ATF eForm 5. Non FFL holders can only complete the ATF Form 5 at the time of posting this blog post with a paper ATF Form 5.
