The ATF released the newly revised ATF Form 4 paperwork, which includes the $0 tax stamp option. However, unlike when you are using the ATF eForm 4 where the eForm application will automatically select the $0 transfer depending on what you are transferring, the paper form doesn't. Box 22 Method of Payment is still there. That is used if you are transferring a machine-gun or destructive device, which still require the $200 tax stamp. If you are applying for the $0 tax stamp, that box will left blank and does not need to be completed.
