When you are applying for a tax stamp using the ATF Form 1 and ATF Form 4 paperwork, you can pay using a credit card or other plastic card payment. When the ATF processes your credit card and the credit card is declined for suspicious activity, not enough funds, etc, your application will be denied. This means that you will need to start the application process all over again and submit a new application to the ATF for your ATF Form 1 or ATF Form 4 tax stamp.
