What is defined as a business day for eForm 1 fingerprint cards?

When applying for a tax stamp using the ATF's eForm 1 website, you will have 10 business days to mail your fingerprint cards to the ATF.  If your FD-258 fingerprint cards don't arrive to the ATF within the 10 business days then your application will be disapproved by the ATF.  The ATF however, has been more lenient with the current pandemic and the 10 business day rule.  In some cases having the fingerprint cards postmarked within the 10 business days will suffice, even if they are delivered after the 10 business days.  This can potentially vary from examiner to examiner.  What does the ATF consider as a business day?  A business day means all calendar days except Saturdays, Sundays and the legal public holidays specified in 5 U.S.C. 6103(a), such as New Year's Day, the Birthday of Martin Luther King, Jr., Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.
