ATF eForm 4, who can use it?
The ATF eForm 4's are back. But who can use the ATF eForm 4? The ATF eForm 4 can only be used by an FFL who has linked their FFL to their eForm account. You can load the ATF eForm 4 without an FFL, but you won't be able to proceed. This means that individual to individual transfers can't be completed using the ATF eForm 4. Individual to individual transfers can only be completed at the time of posting this blog post with a paper ATF Form 4.
