ATF Form 4 Transferee Necessity Statement - Question 13

We get asked about question 13 on the ATF Form 4 paperwork all the time.  What do you put in for my reason in question 13?  What many people will write for their reasons are generally one of the two following responses:

ALL LAWFUL PURPOSES or INVESTMENT AND ALL OTHER LAWFUL PURPOSES

Both of the above are valid responses to use for question 13 and is up to you to which on you want to use.  Question 13 is below (taken from the current ATF Form 4).  We have also, included the the instruction from the the appendix of the ATF Form 4 document for your reference.


13. Transferee Necessity Statement (See instruction 2e)

I,___(Name and Title of Transferee)__, have a reasonable necessity to possess the machinegun, short-barreled rifle, short-barreled shotgun, or destructive device described on this application for the following reason(s) ____(Reason(s) are placed here)__________________________________ and my possession of the device or weapon would be consistent with public safety (18 U.S.C. § 922(b) (4) and 27 CFR § 478.98).


Instruction 2e:
Transferee Necessity Statement. Item 13 must be completed by the transferee if:
(1)  the firearm to be transferred is a machinegun, short-barreled rifle, short- barreled shotgun, or destructive device;
(2)  the transferor is licensed under the GCA to deal in such device or firearm; and
(3)  the transferee is not licensed under the GCA to deal in such device or firearm
