If you apply using the ATF eForm's site but have to send in the fingerprint cards in by mail, is that considered to be a paper application? No, it isn't. When you are applying for a tax stamp application using the ATF's eForm site, you will have the option of uploading an .EFT File or physically mailing your fingerprint cards to the ATF. If you upload an .EFT File for your fingerprints, you won't need to send anything to the ATF for your application. But if you don't upload an .EFT File for your fingerprints, you are required to physically send fingerprint cards for yourself and any other responsible persons (if any) to the ATF. If you apply with using an .EFT File for your prints or if you have to mail your fingerprints to the ATF for an eForm application, they are both considered to be an eForm application and are subject to a faster approval time.
