United States Not Visible as Birth Country on ATF eForm 1

This error occurs when no country of citizenship is selected.  That is first box in the Add Responsible Person page.  If the citizenship isn't selected, then you won't be able to select the United States of America as your birth county.  In order to fix this issue, you must select U.S. Citizen from the citizenship drop down.
