If you have uploaded your .EFT File to your ATF eForm application and receive a cover letter that doesn't have REC'D on it, you might have received a cover letter that indicates that the .EFT File wasn't uploaded and you will need to send in physical fingerprint cards. The cover letter might look like the below example.
