If you have uploaded your .EFT File to your ATF eForm application and receive a cover letter that doesn't have REC'D on it, you might have received a cover letter that indicates that the .EFT File wasn't uploaded and you will need to send in physical fingerprint cards. The cover letter might look like the below example.
If that is the case and you did in fact upload your .EFT File your application might still be approved. But you will want to reach out to the ATF in this case to make sure that your .EFT was in fact uploaded to your ATF eForm application.
